{"id":168,"date":"2021-06-18T15:59:32","date_gmt":"2021-06-18T07:59:32","guid":{"rendered":"http:\/\/megastar.com.sg\/?page_id=168"},"modified":"2021-08-04T18:03:46","modified_gmt":"2021-08-04T10:03:46","slug":"case-study","status":"publish","type":"page","link":"https:\/\/megastar.com.sg\/zh\/case-study\/","title":{"rendered":"\u9879\u76ee\u5c55\u793a"},"content":{"rendered":"<img decoding=\"async\" src=\"http:\/\/megastar.com.sg\/wp-content\/uploads\/2021\/06\/4v1.jpg\" alt=\"4v1\" itemprop=\"image\" title=\"4v1\" onerror=\"this.style.display='none'\"  \/>\n<h2>\n\t\t\u5de8\u578b\u8d77\u91cd\u88c5\u5378\uff1a\u4ece\u65b0\u52a0\u5761\u51fa\u53e3\u5230\u97e9\u56fd\u7684\u7279\u5927\u53f7\u94a2\u8f6f\u7ba1\u5377\u76d8\uff082021 \u5e74\uff09\n\t<\/h2>\n\t<p>\u5c3a\u5bf8\uff1a\u957f 17.5\u7c73 x \u5bbd 13.6\u7c73 x \u9ad8 14.8\u7c73<\/p>\n<p>\u603b\u91cd\uff1a256 \u5428<\/p>\n<p class=\"translation-block\">RSL\u822a\u8fd0\u65b0\u52a0\u5761\u7684\u9879\u76ee\u56e2\u961f\u4ee3\u8868\u6211\u4eec\u7684\u97e9\u56fd\u5ba2\u6237\u5728\u51fa\u5382\u65f6\u63d0\u4f9b\u4e86\u4e00\u4e2a\u7279\u5927\u53f7\u94a2\u8f6f\u7ba1\u5377\u76d8\u7684\u8be6\u7ec6\u89c4\u5212\u548c\u5168\u9762\u51fa\u53e3\u64cd\u4f5c\uff1a<\/p>\n<ul>\n<li>Pick up from the fabricator&#8217;s waterfront in Singapore&#8217;s Tuas Jurong area<\/li>\n<li>\u6eda\u88c5\u5230\u9a73\u8239\u4e0a<\/li>\n<li>\u4e2d\u8f6c\u5b58\u50a8\uff0c\u968f\u540e\u5728\u65b0\u52a0\u5761\u88d5\u5eca\u6e2f\u76f4\u63a5\u4ece\u9a73\u8239\u88c5\u8f7d\u5230\u51fa\u5883\u7684\u81ea\u9f7f\u8f6e\u5de8\u578b\u8d77\u91cd\u8239\u4e0a<\/li>\n<\/ul>\n<p>This was done amid operational\/physical constraints, such as changing timelines on cargo readiness, delays in the arrival times of the main MV at Singapore&#8217;s only breakbulk terminal Jurong Port, loading and meeting requirements of port authorities and various stakeholders:<\/p>\n<ul>\n<li>Narrow time window in which tide levels were suitable at the fabricator&#8217;s Tuas waterfront for loadout. Twin multi 12-axle self-propelling motorised trailers (SPMTs) were required to roll the cargo onto the barge. Berthing\/unberthing of the tug-barge was also restricted to certain daylight hours only.<\/li>\n<li>Amid delays in the MV&#8217;s ETA at Jurong Port, the team had to schedule the barge transfer to a private yard for transit before moving it onward to Jurong port, to be tied up at the MV for overside direct loading by outbound MV&#8217;s heavy gear. This could only be done during daylight hours, for safety reasons.<\/li>\n<li>In view of night-towing restrictions on tug-barge movements in Singapore waters, the team had to closely monitor MV&#8217;s ETA and co-ordinate with the tug-barge operator, port and barge stevedores, unlashing gang, surveyor and outbound MV agents to minimise barge detention.<\/li>\n<li>The team ensured that client and their reel supplier had installed suitable sling-shackles on the hose reel in time for testing and certification by professional engineers and Ministry of Manpower. RSL could then seek approval from Jurong Port&#8217;s workplace safety and health department to load overside onto MV ex-barge.<\/li>\n<li>The team provided the marine survey to check on each movement. The team also provided MV representatives and the cargo owner\/supplier with the method statement, roll-on\/SPMT transport plan for roll-on, barge deck stowage-lashing plan, intact and damage stability report, ballasting-stability calculations, MV&#8217;s overside lifting, stowage and lashing plan, on-deck and tug-barge certifications, as well as cargo lifting and GA plans. The team also had to seek agreement on each movement from every party and co-ordinate their timelines.<\/li>\n<\/ul>\n\t<p>1. \u9884\u5148\u7528\u94a2\u677f\u5bf9\u9a73\u8239\u7532\u677f\u8fdb\u884c\u91cd\u91cf\u5206\u914d\u7684\u8bbe\u7f6e\u3002\u8fd9\u5305\u62ec\u5728\u6eda\u88c5\u88c5\u8f7d\u524d 2 \u5929\u5728\u5236\u9020\u5546\u5806\u573a\u653e\u7f6e\u53cc 12 \u8f74 SPMT\uff0c\u5e76\u5728 1 \u5929\u524d\u5c06\u62d6\u8239\u653e\u5728\u65c1\u8fb9\u3002<\/p>\n<p>5\u65f630\u5206\u5f00\u59cb\u4f5c\u4e1a\uff0c\u5728 SPMT \u4e0a\u9876\u8d77\u8f6f\u7ba1\u5377\u76d8\u3002\u5728\u9ece\u660e06\u65f630\u5206\u5f00\u59cb\u6eda\u88c5\u88c5\u8f7d\uff0c\u5fc5\u987b\u5728\u7d27\u51d1\u7684\u6f6e\u65f6\u7a97\u53e3\u65f6\u95f48\u70b9\u524d\u5728\u6cca\u4f4d\u5b8c\u6210\u3002<\/p>\n\n\n\t\n<p>2. Upon completion of roll-on, lashing with steel wire ropes\/turnbuckles with welding commenced immediately, within the limited tidal time window before the tug-barge unberthed from fabricator&#8217;s berth.<\/p>\n\n<p>3. \u8f7d\u8d27\u9a73\u8239\u4e0d\u5f97\u4e0d\u8f6c\u79fb\u5230\u9644\u8fd1\u79c1\u4eba\u6d77\u6ee8\u7684\u4e34\u65f6\u6cca\u4f4d\u8fdb\u884c\u4e2d\u8f6c\u6d6e\u5f0f\u50a8\u5b58\uff0c\u7b49\u5f85\u6700\u7ec8\u786e\u8ba4\u4e3bMV \u5230\u8fbe\u88d5\u5eca\u6e2f\u7684\u65f6\u95f4\u3002<\/p>\n\n<p>4. Upon confirmation of the MV&#8217;s ETA at Jurong Port, barge had to be scheduled to move directly to tie up alongside the MV.<\/p>\n<p>\u8fd9\u6837\u6700\u5927\u9650\u5ea6\u5730\u51cf\u5c11\u4e86\u9a73\u8239\u6ede\u7559\u548c\u989d\u5916\u7684\u7801\u5934\/\u6cca\u4f4d\u6210\u672c\uff08\u5982\u679c\u5728\u88d5\u5eca\u6e2f\u5185\u4e34\u65f6\u5355\u72ec\u6cca\u4f4d\u7b49\u5f85MV\uff0c\u5219\u9700\u8981\u989d\u5916\u652f\u51fa\u8fd9\u90e8\u5206\u6210\u672c\uff09\u3002<\/p>\n\n<p>5. \u9a73\u8239\u5728\u7ea6 13\u65f6\u62b5\u8fbe\/\u56fa\u5b9a\u5728 MV \u65c1\u8fb9\u540e\uff0c\u7531\u4e8e\u5269\u4f59\u65e5\u7167\u6709\u9650\u4e14\u5373\u5c06\u4e0b\u96e8\uff0c\u7acb\u5373\u5f00\u59cb\u5378\u8d27\u3002<\/p>\n<p>\u7528\u8239\u7528\u8d77\u91cd\u673a\u5c06\u60ac\u81c2\u8d77\u91cd\u673a\u4ece\u5cb8\u4e0a\u8f6c\u79fb\u5230\u9a73\u8239\u7532\u677f\u4e0a\uff0c\u4f9b\u4e24\u540d\u5de5\u4eba\u5230\u8fbe\u8f6f\u7ba1\u5377\u76d8\u4e0a\u7684\u4e24 \u4e2a\u540a\u7d22\u5378\u6263\u70b9\uff0c\u8ddd\u79bb\u9a73\u8239\u7532\u677f\u6c34\u5e73\u7ea6 10 \u7c73\u3002<\/p>\n\n<p>6. The 2 workers at a height of 10 metres above barge deck had to reach 2 pre-installed sling-shackle sets in turn and hook them onto the MV&#8217;s twin-point hook for single lift by MV crane no.1.<\/p>\n<p>\u9700\u8981\u9884\u5148\u4ed4\u7ec6\u7814\u7a76\uff0c\u786e\u5b9a\u60ac\u81c2\u5347\u964d\u673a\u7684\u89e6\u53ca\u8303\u56f4\u3001\u9a73\u8239\u7532\u677f\u4e0a\u53ef\u4f9b\u60ac\u81c2\u64cd\u7eb5\u7684\u5269\u4f59\u7a7a\u95f4\u3001\u4e24\u540d\u5de5\u4eba\u7684\u540a\u7bee\u5c3a\u5bf8\u4ee5\u53ca\u624b\u52a8\u62ac\u8d77\u6bcf\u4e2a\u5378\u6263\u94a9\u7684\u5de5\u4eba\u7684\u4f53\u529b\u3002<\/p>\n\n<p>7. \u5728 MV \u7532\u677f\u4e0a\u9884\u5148\u8bbe\u7f6e\u57ab\u6599\uff0c\u5206\u6563\u8d27\u7269\u91cd\u91cf\uff0c\u7136\u540e\u5c06\u8f6f\u7ba1\u5377\u76d8\u88c5\u8f7d\u5230 MV \u7532\u677f\u4e0a\uff0c\u540c\u65f6 MV \u8239\u5458\u5f00\u59cb\u538b\u8f7d MV \u4ee5\u51c6\u5907\u63d0\u62c9\u3002<\/p>\n<p>\u4e24\u8005\u540c\u65f6\u8fdb\u884c\u4ee5\u8282\u7701\u65f6\u95f4\u3002<\/p>\n\n<p>8. Lifting of reel commenced thereafter and ended around 1725 hours, just before daylight working hours ended, as required by MV&#8217;s technical team, for safety reasons.<\/p>\n\n<p>9.
